Cellular signal reception, if left as an after-thought in the construction process, can wind up representing a huge problem for new facility owners and occupants.  Typically-used construction materials can and do naturally inhibit cellular signal penetration, but environmentally-friendly materials can pose an even bigger problem.  Reflective glass used in LEED construction designed to stabilize indoor temperature levels is an excellent inhibitor.  Not good, if future occupants of a property intend to use their cell phones or smartphones.
